When I looked at my old report server these files are there. Using Internet Explorer 10 or 11 and visiting a website with a weak or untrusted SSL certificate, such as those typically found on some home routers, legacy RAID management cards, etc. If I understand correctly this is what does the printing and I looked in my ReportServer\bin folder and these files are clearly missing. It wont be present on a clean install of Windows Server but installing.

This may have something to do with Internet Explorer protected mode. You might want to try a different method of connecting to IPP printers though, if ActiveX is involved.

I get the following error when I press print On Windows 10 it works fine but on Windows Server 2016 for lines 4, 5 and 6 I get the error. You might get some results by adding the print servers to the 'Trusted sites' zone with IE if you havent already tried that and in the settings for that zone you could try turning off ActiveX filtering. The reports generate and all functionality seems to work within the viewer other than the print.

I recently upgraded a report server to SSRS 2016 and am running into issues getting my reports to print in the "Report Viewer Control" in applications that are using Report Viewer 2015.
